Leo is to the POTAG as Lex Luthor is to Superman...
Leonardo Zubenelgi: a former rockstar turned industrialist/tycoon , a brilliant electrical engineer, CEO of Cyberpunk industries, and is the victim of a severe napoleon complex.
Of all the masks the POTAG has to retreive, Leo's was probably the most expensive to make, it allows him to manipulate electricity and he is responsible for supplying most of the city's power and pimping out the police force.
He is obsessed with his public image and wants to be seen as a big hero... he sees the POTAG as a nuisance and tries his best to make him the bad guy (by any means necessary)
Did we mention that he's currently running for mayor?
