Here comes Phantom Claus

I remember when I first wrote the first draft of Masquerade, the city the POTAG protected was under a totalitarian government and Santa Claus (fav.me/d5t7qv8) had a hard time doing his job in the city with the feds trying to shoot him down. So he and the rest of the council of Legendaries enlisted the POTAG to deliver the gifts to the people of Shadowbrook.
Santa gave him a sleigh, his precious knowledge, and one of his old work clothes... but b/c the POTAG hates the color red, as soon as he put on the robe it transformed into this lovely getup.

I originally wanted it to be black and blue, but I thought that dodger colors would be less threatening.
